Duties and Responsibilities of Deputy Director of Medical Rural Health Services and Family Welfare, Thoothukudi.

1.       Government Hospitals and Primary Health Centres      - LS Camps  Organizing and conducting and evaluation.

2.       Organizing and conducting NSV Camps and IEC Works.

3.       Providing funds and Sup0-ervising the IUD Camps in Primary Health Centres, Government Hospitals and Urban Health Posts.

4.       Government Hospitals - 90% Coverage of deliveries and Ps and LS
Camp Arrangement and follow up.

5.       Conducting IUD Training to all Staff of PHC and GH and Urban
Health Post.

6.       Conducting PS training to MBBS Doctors of PHC and GH.

7.       LS Training to Obstetricians / Gynecologists

8.       HOB work done by PHC is supervised and done sample survey.

9.       Collecting FW report from PHC, GH, Medical College Hospital, Urban Health Post and Approved Private Nursing Homes and consolidated and submitted to Director of Family Welfare every month.

10.     Regularly conducting monthly FW review meetings for ANMs, Block Health Statisticians, Block Extension Educator, District Extension Educator on second every month.

11.     Receiving condoms, Oral Pills, from Director of Family Welfare and issued to all Government Institutions through Tamil Nadu Medical Service Corporation.

12.     Receiving Copper T from Director of Family Welfare and issued to   
all Medical Institutions through Tamil Nadu Medical Service
corporation.

13.     Receiving and Distributing Budget for LS Camp and IUD Camp and surgical team expenses to Government Institution.

14.     Verification of Sterilization failure cases and arranges for the drawal of compensation amount to the failure cases.

15.     Conducting Quality Assurance meeting for failure sterilization cases once in three months under the chairmanship of collector.

16.     Conducting inspection for the recognition of Private Nursing Homes to do Family Welfare Sterilization and MTP Services.

17.     Supervision of MTP work in Government Institution, Post Partum Centres and Private Nursing Homes.

18.     Distribution of funds for Operation Theatre functioning and Maintenance in Primary Health Centres and Government Hospitals.

 

19.     Combined Family Welfare review meeting along with Joint Director of Health Services, Deputy Director of Health Services and Medical Officers under the Chairmanship of the Collector every month.

20.     Combined Review meeting along with Medical officers for Maternal Death and Infant Death Audit Meeting at Collectorate.

21.     Attended the District Health Society review meetings at the Collectorate as a member.

22.     Providing Diet charges to the acceptors of Family Welfare Operations.

23.     Operation Theatre trainings to Staff Nurses, Theatre Assistants and Assistant Surgeons in doing LS Operations.

24.     Reimbursement of Health facility charges to Approved Private Nursing Homes.

25.     Carried out the instructions give by the Director of Family Welfare then and there.

Tamilnadu Health Systems Project

      The World Bank funded Tamilnadu Health Systems Project was inagurated by Honble Chief Minister of Tamilnadu during March-2005.  Since then the Project is doing immense help for the general public on Medical field. 
For effective implementation of this project, a District Project Management Unit has been opened and attached to the Office of the Joint Director of Health Services, Thoothukudi and a Medical Officer in the rank of Assistant Surgeon along with an Assistant cum Accountant was posted in the Unit.
The following are the services being rendered by the Project
1. New building constructions and Old building maintenance
The Project Director, Tamilnadu Health System Project, Chennai got approval from the Government for demolizing old buildings, congested buildings in Government Hospitals and obtained funds from Government for constructing new buildings and renovationg existing buildings.  As such in all 9 Government Hosptials new buildings were constructed and inaugurated for public use.
For ex. Trauma Care Centre in Govt. Headquarters Hospital, Kovilpatti.
Operation Theatre in Govt. Hospital, Srivaikundam.
2. Supply of Medical Equipments
This project is undertaking supply of medical equipments which are advanced and sophisticated such as Ventilator, Defibrilator, Echo Cardiogram, Ultrasonogram etc. to the Govt. Hospitals so that the hospitals infrastructure is being upgraded to International Standards.
For maintaining the medical equipments a Bio Medical Engineer is appointed and the Engineer is regularly carrying out all maintenance works in all the hospitals.
3. Bio Medical Waste Management
For disposing of Hospital wastages particularly Needles, Syringes, Surgical items, Theatre items etc. the project has signed a Memorandum of Understanding with Asceptic Systems Bio Medical Waste Management Company, for disposing the above said items in the hospitals and the project is regularly paying for the company.
4. Cemonc Services
The project has designated Govt. Headquarters Hospital, Kovilpatti and Govt. Hospital, Tiruchendur as Cemonc Centre which means Comprehensive Emergency Obstetric and Newborn Care.  Pregnant Mothers and Neonatals from the poor are highly benefitied because of appointment of Specialist doctors such as DGO’s, Paediatricians, and Anaesthetists for carrying Pregnant Mothers and Neonatals in those Cemonc centres by the Project.
5. Health Management Information System
The Project has paved a way for converting sending of Monthly Hospital Performance Reports from manual mode to Online reporting mode by this service accuracy and quickness shall be achieved and the Government shall easily review the performance of the hospitals at any time.
6. Hospital Management System
By this scheme all routine activities such as issuing OP tickets, attending patients, treating patients have all being monitored by hospital management system.  It is software sponsored by the project for bringing such activities in computer systems.
7. 108 Service
For transporting Emergency cases even from a remote corner in the district, the Project has launched 108 service.  This service is a Free Service to the public and it is vested with Emergency Management Research Institute.  At present there are 10 Ambulances running in Thoothukudi District in this service.  The General Public shall easily contact 108 which is a Toll Free No. for availing such service.

8. Free Hearse Service
For carrying deadbodies from Medical institutions to the deceased residence or to the cremating place, this service is being launched by the Project.  This service is a free service, at present there is one vehicle which is parked at Government Medical College Hospital, Thoothukudi.
9. Poison Treatment Centre
Poison Treatment Centre is opened at Government Headquarters Hospital, Kovilpatti and Government Hospital, Tiruchendur.  All infrastructure for the centre such as Trainned Doctors, Staff Nurses, Ventilator, Computer System are provided by the Project.  As such there is an improvement in treating Poison cases.
10. Training
The project is arranging training activities for Doctors, Staff Nurses, Pharmacists, Lab Technicians in the advance technologies following are some of the training which are being imparted by the project.
Scan Training, Ventilator Training, Dialysis Training, Echo Cardiogram Training, New born resuscitation Training, Bio Medical Waste Management Training, Hospital Administration Training, Clinical Skin Developing Training and Non Communicable Diseases Interventions Training.
11. Chief Ministers Comprehensive Health Insurance Scheme
The Honble Chief Minister of Tamilnadu has launched this scheme on 21.01.2012.  Under this scheme a person whose annual income below 72,000/- shall avail Free Surgery Treatment in Government Hospitals and also in Private Hospitals.  For this the Government has signed a Memorandum of Understanding with United India Insurance Company Limited, who shall undertake to pay medical institutions which provide high level surgery treatment to the poor.
